The Georgia Environmental Finance Authority (GEFA) can finance most water, sewer and solid waste infrastructure projects. GEFA offers flexible loan programs aimed at saving our customers money. GEORGIA FUND
The Georgia Fund can finance all types of water and/or sewer system improvements. Water and sewer work can be combined into one loan application and one financial contract.
- Permanent Financing is available for up to 100% of the project costs.
- Construction Financing provides interim funds for projects that have a known permanent funding source.
- Environmental Emergency loans build or repair public health related projects resulting from a natural disaster.
- Solid Waste Loans are available for landfill infrastructure projects such as Subtitle D landfills, landfill closures or developing landfill methane gas collection systems.
CLEAN WATER STATE REVOLVING FUND (CWSRF)
The Clean Water State Revolving Fund (CWSRF) is a federally funded loan program that can provide funding for a wide variety of water quality and non-point source projects. System improvement loans and economic development loans are CWSRF eligible. The CWSRF loan program carries a lower interest rate than Georgia Fund, but the time needed to gain access to CWSRF funds is greater due to the Federal funding source.
DRINKING WATER STATE REVOLVING FUND (DWSRF)
The Drinking Water State Revolving Fund (DWSRF) is a federally funded loan program that can provide funding for water supply projects which address a public health or compliance related problem. This program cannot fund projects primarily for growth related purposes or projects designed specifically to address fire flow deficiencies. This fund typically carries a lower interest rate than the Georgia Fund, but the time needed to gain access to DWSRF funds is greater due to the Federal funding source. There are special provisions within this loan program for reduced-interest rate loans as well as subsidized loans in which communities may receive a portion of the loan at no cost.
GEORGIA RESERVOIR AND WATER SUPPLY FUND
The Georgia Reservoir and Water Supply Fund is a state-funded loan program that can provide low-interest loans to local governments for water supply projects such as system interconnections, new and rehabilitated wells, reservoir modifications for water supply purposes and the construction of new water supply reservoirs. GEFA will administer the Georgia Reservoir and Water Supply Fund according to many of the same rules and policies that govern the Georgia Fund (a longstanding water and sewer loan program).
